when i download the game it starts to install then when it gets to 99% it freezes. I have had to download it 3 times nothing is working it keeps saying corrupted Data , i am not doing background download.

This is a slow area. Can't expect a reply in less than an hour based off the time codes I see.
Delete the installed data. Clean your disc. Look for scratches. Turn off your PS3. Let it sit for a little. Turn it back on and try installing.
If this doesn't work, consider contacting real tech support. If the disc is messed up, may want to check the return policy.

I agree with Icehawk, sounds like a disc issue, check return policy and try a fresh disc.
