I noticed that on the wiki entry for daggers, it lists the attribute as 50% strength and 50% dexterity. Should I take this to mean that attack damage is increased for daggers increasing either strength OR dexterity?

I'm not sure of the formula, but damage done by daggers is modified by both strength and dexterity. It can even be modified by cunning once the Lethality talent is learned. Cunning is a sort of interesting attribute, because it contributes to many rogue talents and also increases armor penetration scores.
Dexterity is required for many of the rogue talents, so I generally add points first to dexterity. After that, adding to strength or to cunning sort of depends on how you plan to use the rogue. I usually go to about 20 for strength and then switch to cunning. But it could be done differently. Just depends on what you want the rogue to do.

Either will increase damage. Keep in mind the calculation takes your Str and Dex -10 on Each then divides by half and adds those together modifided by 85%
So both increase damage, although Dex unlike Str has the added benefit of boosting your defense score (Chance to be Hit) so it comes out as the better stat to invest into. This applies to Rogues and Warriors equaly.
