Actually I wouldn't even say FOE is heavily based on Fallout. More like, it has elements of Fallout in it.
The story is 100% MLP.

I don't know about that, almost every chapter is based on one or more quests from Fallout.  Hell, I didn't even know that half of these unmarked quests were in the game before I read it.
