Well, she was Celestia's pupil (albeit Dash was to thank for that. Actually if Dash never pulled off the Rainboom as a filly at exactly the right time the storyline in the show would have taken a drastically different course), lead a group that ended up saving the world and/or Equestria 4 times and finished creating a new spell that even most powerful Mage in Equestria couldn't finish writing in his prime.

She just finished it. She probably wouldn't of known how to get it started.
