It's a very interesting idea that reflects what i think is a well held cultural belief that the sciences and engineering more specifically are the only thing by which someone could understand the universe by, in so much that it seems to be intended to mirror or immitate a "divine source code", that is still intended to be communicable capitalizing on the idea that programming languages are "languages" (linguistically they aren't categorized as such because they are considered to be more a means developed for the sole purpose of machine operation rather than communication i think is the best way to say it?).
It is still lacking in a lot of ways, for example i'm not sure if it's phonetically pronounceable? Additionally it may be too rigid for natural languages though the description says it's lax, but it's certainly a good representation of the metalinguistic belief that programming languages are "languages". And again its a good representation of our ability to create and encode information even in new and different formats.

It certainly sounds interesting, but I think in the case of Reon 4213 it's serving lore purposes more than functionality as a real language. It's still interesting that it tries to be functional as one though as per design. Really though not quite analyzable on the same scale as the Thu'um would be since it was intended for ritualistic/spirtualistic purposes and those of communication and designed to simulate real language, but also conjure ingame magic. It has it's lore purpose but its still functional in a much more human way (as per design) than reon 4213 is if that makes sense. Still its always interesting when fiction tries to prod at language and bothers to approximate it in any way shape or form.
