Lauren said that during the beginning of development for the show, they were thinking of the horses wearing saddles and reins, with Rarity of course being the one who makes them.

They decided that was just way too creepy and weird and decided against it. Good on them.

They do still wear saddles on occassion, though (and there's this hilarious bit from Owl's Well That Ends Well where Spike is digging through a drawer looking for a quill and holds up the saddle Twilight wears during WWU like it's a bra or something). 

Just not...leather, horseback riding saddles. 

It felt dirty just to type that. I'm gonna go bang my head against the wall now.
