I'm pretty sure they do. It's why they don't take down any of the epiosdes on YouTube and have them available for streaming on their own website - they don't care about ratings and income from the show, as long as it keeps doing its theoretical job of boosting toy sales.
I've heard that the Hub in general hasn't quite met expectations, anyway, which probably comes from not being part of basic cable. Shame, too, because it's definitely got a powerful nostalgia kick going for it (see: Batman Beyond).
