Eh, I'm sure they've got a mayor or something. We've just seen so very little of it, the weather factory and Cloudsdale Coliseum (or the Cloudiseum or whatever it is they call it - site of the Ponyville Applebuckers first win as an EFL franchise) are all that's really been shown.
In fact, I hope we get to see more of it this season. That could mesh well with more Soarin and Spitfire/Wonderbolts appearances, as I'm also hoping for.
It could be that Cloudsdale isn't a town so much as some kind of pseudo academy/weather factory, but even then there needs to be some kind of owner. There is a racetrack too I believe, if you remember Fluttershy's flashback in Cutie Mark Chronicles. It reminds me sort of of Balamb Garden from Final Fantasy VIII in a way, I don't know why. (Balamb Garden is an academy type area meant for training mercenaries called SeeDs) Probalby because both CD and BG you can actually live there if you chose.
All the companions from DAII including Hawke have been ponified except Tallis. This should be rectified.
