No it's true.  After she discovered that she was not the most powerful unicorn in the world, she went psychotic and sawed off her horn.  This created such a shock to her arcanomentary system's ley lines that the magical energy maintaing her cutie mark temporarily broke, and when she recovered the chromatosphores in her flank rearranged to reflect a talent better suited for her new mindset.

The general assumption is that she's related to Screwball, from Return of Harmony.

"Loose Screw" isn't a bad name, actually, although it implies her special talent is being, um...crazy.
