Most people don't give 2 craps about who the writers are... but you can easily see episode quality, and it's easy to notice what episodes have character problems, or over all world building problems / continuity errors.
Also, the writer of my least favorite episode: Hearths Warming Eve [also she was a writer for Sponge Bob Square Pants.] is still around... >_> which worry's me a bit.

I think there may have been something on increasing the episode length while cutting the amount of eps but I'm not sure.

The "13 episodes ordered" thing has been known for a while, but we don't even know if that's all that will be ordered for this season. Studio B just recently hired a new writer a month or two back.
As for a "mass walkout" from the writing staff, that's patently false. AKR is moving to Care Bears (and I think Charlotte Fullerton? not sure), and Meghan McCarthy is being bumped up to Story Editor since Rob Renzetti is leaving. Lauren left to do Super Best Friends and is apparently working with her husband on a new show of his (I don't think Craig McCracken needs introduction). The rest of the writing crew is still there.
Frankly, anytime somebody begins a controversial statement with "I have a friend who", that throws up a red flag to take what they're saying with a grain of salt. If they can't even point to an article or blog entry to back it up, that's an even bigger red flag. If there's no evidence period to back up what they're saying, you can safely disregard them for the moment.
Also, he thinks Hearth's Warming Eve is the worst episode ever, so his opinion is bad and he should feel bad.
