My Name is Patrick,I have had this Problem for about,a Year,every couple months I Post this,and the DLC I bought with M.S. Points work.
I have Every DLC for EA Games,however,I have Linked my account,ETC,and it will Not show up on my Xbox360,I have come to the Point that,well,I will Reward anyone who Helps me.
Every DLC,None will Work

How have you purchased your DLC?
If you've purchased from your xBox, then it should start downloading straight away. If you purchased it through you account from a PC, then it should start downloading when you next start up your xBox.
If that hasn't happened, then I can only suggest you contact Microsoft tech support directly, as it isnt a problem with the game, but with your xBox live account.

It's a little difficult to say where your problem lies; the information you provide is rather thin on the ground, as such I will be going on those things which are obvious from your post, and I will be shooting in the dark regarding most other aspects.
No matter how you purchased your dlc I would first suggest you check out your entitlement page to see if the dlc is there. Assuming you purchased with the correct EA account then they should be there.
FemShep 4 President is right about the purchase method; that should give you a clue as to where a possible error may lie. If you bought via XBox Live marketplace then at the very least the dlc should be on your hard drive. In which case I would suggest you check to see whether or not the dlc is downloaded onto your HD just for the sake of confirmation.
If you changed consoles at any time, then you will need to perform two procedures: content license transfer and Gamertag recovery. These two things will consolidate dlc to a particular console and Gamertag as they should be.
Are your accounts linked correctly? That's of some concern as well. Log-in here to see which Gamertag you have connected to your EA account and whether it is the primary 'Persona'. Strictly I don't see how that would affect your ability to use the dlc; if a dlc is correctly assigned as mentioned in the previous paragraph, then any Gamertag on the same console can access that content.
Based on the information that's all I can suggest for now, and it's pretty much exhausted most avenues; but if there is anything missing that I haven't covered then more information may help others to help you.
