The line was just calling Shepard (and Miranda) for doing it in the engine room. It doesn't necessarily imply that anyone watched the whole or even part of the act. As Tali says "word gets around". So either Kasumi or someone else saw Miranda clear the engine room then go in there with Shepard holding hands, touching or what have you. Or Kasumi or someone else saw them coming out all flushed and/or grinning like idiots. As for the windows, it's possible the angles really do prevent you from seeing that ledge from any window. Not to mention that none of the people occupying those rooms spend all their time looking out the window and more specifically looking down. Mordin and Jacob are busy, Thane is staring out the window but he does this from his desk and he's looking at the core, not down and the crewmembers are doing their own thing. It's not impossible that someone glanced down and got a show but it's not certain. It's a probability game and we can't even guess at what those probabilities might be, not accurately anyway.

Obviously it's still a naughty thing to do and a downright dick move for Shepard when it comes to Tali, since he knows she has a thing for him. Hence Kasumi calling him out.

Miranda's motivations have seen plenty of speculation. The most frequent seem to be:
  • Engine room is clear of surveillance. I would add that it necessarily has to be as the core interferes with unshielded electronics. My speculation only.
  • Only possible neutral ground. Both have cabins with beds but only one would enjoy "home court" advantage. She figures neither want to back down so a neutral ground is needed. Upper decks too crowded. Deck 4 only possibility. Kicking Zaeed or Grunt out of their respective holds may be too dicey plus they have giant windows that do offer better vantage. Same with cargo hold- although the shuttle or Hammerhead is a possibility. Still surveillance probably still a factor. Definitely don't want to try it with Jack's area. That just leaves the engine room.
  • Send a message to Tali since her affection is known. I don't personally believe this one since hero worship plays a large part in that affection. Plus their biologies aren't that compatible. I don't think Miranda would view Tali as a serious threat, romance wise.

Has been written as Ashley/Shepard fic once ... I'm sure I saw some Mako-sex earlier ...
Must say I still miss the oportunity to invite two LI for a threesome MMF / MFF. Shepard can handle this! In the Mako!

:?

Uhhh ... you didn't read that.

She's clearly an exhibitionist... Miranda "Perhaps I wouldn't mind if you admired my body" Lawson. Why else would she dress in a skin tight uniform?

I know right? Baggy clothing is totally the space fashion these days! God, just look at Samara, Kasumi, Tali and Jack. Can't even tell they're chicks.
