To me she is the Forgotten Realms version of Elminster for Thedas. She has her hands in everything trying to save the world. She might be a Magister, or perhaps even older than Tevinter.

I think the biggest question is her agenda. She seems to have some plan master plan going on and I suspect she is not going to benefit most of the inhabitants of Thedas with it. Whatever it is, it has even Morrigan terrified. And while neither of them are the most virtuous beings, I trust Morrigan much more than I would Flemeth.

I suspect that whatever her task is, it's either working for or working against Fen'Harel.
