As for me, right now? I know it's so cliche, but the classic; "I. F***ing. Told you." would easily by my first response in reality.
For funs and giggles, maybe "And Santa's real, too, now where's the fleet?"

Now? Now you want my help? Fine.
I'll help you. I'll help you because its my job. I'll help you because
it will save the lives of people who don't deserve to die for your
arrogance. But mostly, I'll help you because it's the right thing to
do. But when this is over, I'm going to tell everyone that I wanted
you, that you had three years to prepare, and that you did nothing. And
when they come, howling for your blood, I'm going to do exactly what
you did. Nothing.

I disagree. Remembering to avenge personal slights in the middle of a galactic extinction is just the kind of thing Shepard should get to do! It's a morale booster!TobyHasEyes wrote...
No grudges, no apologies, go speak to your peoples; we have to get started
Or something along those lines. There are more important things to be done then vent personal slights

Lecturing the council alienates them and wastes time.

1. The council really really really really deserves it.
2. a 4-5 minute tongue lashing will not make or break the war effort.

But the council and Shepard will need to be united, and lecturing them will over serve to drive an unneccessary rift between Shepard and the council, deserved or no. A small and bridgeable rift, but a rift nonetheless. Save it till the reaper threat is over.
And five minutes is a long time in war. It's more than enough time to get both Shepard and the council killed through inaction.
