And five minutes is a long time in war. It's more than enough time to get both Shepard and the council killed through inaction.

A simple 'what did I tell you? now lets get to it' will suffice.

Nothing, actually. Shepard died at the end of Mass Effect 2. Since that was the case, no one was able to rally a defense against the Reapers, and they destroyed Galactic Civilization once more....

except that the Quarians, not having a homeworld, managed to hide. When the Reapers departed back to Dark Space, they destroyed the Citadel, then destroyed the Mass Relays, settling back down on their homeworld. After 48,000 years, they had managed to create a new Geth, and sent them into Dark Space to destroy the Reapers. Only one of the New Geth survived that battle, and was swiftly destroyed.

Seriously, Shepard wouldn't say anything to the Council. After destroying the Reapers, she also wouldn't accept any rewards from them, either (claiming mental health issues).
