Since Shepard will be on Earth when the actual attack occurs, It' would probably be something like:

"I'm sorry. I'm being charged with treason and murder and cannot help you at this time, since I have my own personal problems to deal with. The Reapers will just have to wait their turn."

Dramatic Pause.

"Unless, of course, you'd like to drop all charges... permanently?"

you'll probably all hate me for this but i can understand the council's position they reapers are the perfect killers they leave little to no trace of their existence just enough so that the next race(s) to rule the galaxy will follow the path they set and well they may be aliens but this does seem to apply to the council it's called plausible deniability basically they will deny until they can no longer deny it

Uhm, my council kinda got blown up in the first game, think my comment back then was something along a mix of "Hah!","TOLD.YOU.SO!", "Wtf?! NOW you want help?!", "kinda busy.", "suck it up!", "You got yourself into this mess!", "Do you believe me now?!"
