Assuming that Shepard is able to meet the Council in person (as well as having sufficient time to plead his/her case), I imagine a possible Paragon option could run something on the lines of"

"Now, never mind Earth. Never mind the Citadel. Your peoples' lives and ways of life are at stake now. And if you want to live through the nightmare now upon us, you WILL listen to me!

You fought Sovereign alongside me after I gave the order to pull you out of the fire almost three years ago! Maybe you acted on my suspicions while I was dead, maybe not. But now, the facts are clear: the Reapers are here and they will NOT stop unless we all stop them!

You once told me that the Spectres are the right hand of the Council, part of their first and last line of defence. I am presenting you the harsh reality of the situation and what could be done - if you cannot condone immediate action, then, for the good of the galaxy, give me the legal power to find those who can act against the Reapers.

Councillors, on behalf of those that have died and the billions who may die, I beg you. Please. Help me stop the Reapers before we all pay for our arrogance."

-Shepard: "Ah yes, the Cain. Something bigger that the pistol you have dissmissed. Hope you can dissmiss that too"
(Shepard blows up the Presidium)
-Ashley: What do we do now Skipper?
-Shepard: We hide behind Liara's plot armor while Garrus calibrates a Cain of the size of a reaper. I hope it can kill them.

Actually, it'd be even better if Shepard were completely silent and simply air quoted at them.

Because he's halfway reasonable. He's the one that goes "if they do exist they're a true threat." he's also the one who keeps pointing out Shep has no evidence. Also unlike jerkwas turian he doesn't conscend to Shep every five minutes.

The Asari could probably solve most of the problems of evidence by mindmelding with Shep but never does. >_>

And "Ah yes 'Reapers'." is a most. And Shep should do the quote the exact way the turian councilor does. XD
