This depends on which weapons you are going to use.

Because of how Heightened works with the 70% dilation, it is awesome for maxed out single shots from a Widow, Charged GPS, Phalanx and/or Mattock, for example.

Hardened works well if you want to get close because of the damage reduction to health. So it's great with the Revenant and Claymore and the other full-auto Assault Rifles and the Shotguns also. Then the Viper generally becomes the better option for Sniper Rifles.

So in general, you can go with a pistol of your choice, and your favored heavy weapon.

I play on Insanity, so it was tough when I took the Claymore and used Heightened. I was running about with a tiny sliver of health often and from being clumsy, I died often in some areas when trying to get behind cover.

For example, in the Object Rho segment of Arrival, I really, really struggled. I think I only passed all waves once and just barely with the GPS instead of the Claymore, but it was interesting.

I struggled with the Eviscerator a bit when I paired it with Heightened but it can be made to work, if you are careful, persistent and use you squad to draw fire as you move in to flank.

The GPS can be charged and fired at range, so it does a good deal of damage with Heightened, so you don't need to be as close to land at least two pellets at medium range as with the other two and then it's easier to drop back into cover.

So that's partly why I've been favoring Hardened lately, for the Evi and Claymore with the Soldier. But thinking back now, maybe I was way too aggressive with that loadout.
