I don't know. It's just about the only Paragon choice that I can't see any even halfway-decent argument for. Dude is just way too dangerous.  I've only ever saved the hostages once to see what it was like, and didn't save after.


I see a reason: Shepard is better than the rest.
And if you think about it, trying to save everyone while endangering lives could be considered a Renegade choice.
Like somebody pointed out before: there is pretty much grey there.

Though I wonder, why can't you bind him in his place (Singularity, shooting his limbs off) and then go save the hostages? Why not both? Meh.

You should have killed him. Even my canon Shepard who is mostly paragon knew that he was too dangerous to let go.

"Why hasn't Balak tried to blow up another planet yet?"

Well, after BtsD, Balak most likely went on the run, partly from the Alliance for having tried to wipe out one of their colonies and partly from the Batarian Hegemony who very likely commissioned him to carry out the attack in the first place. The Hegemony doesn't strike me as fellows who let losers walk away with their life, especially not when they botch perfect opportunities to harm the Alliance's holdings. Where else would he go?

Will we see him in ME3? Yes, I am certain of it. Once the Hegemony goes to hell, he will probably step out of the shadows and gather batarian survivors fleeing Hegemony space, forming a large raiding band that preys on escaped transport vessels and colonies left vulnerable by the Reaper's onslaught. Unlike his team of ragged survivors, he won't be out for simple survival or for easy riches, but complete and utter revenge against Shepard for humiliating him on X-57, and for the destruction of the Bahak System.

I never got impression for Batarian Hegemony to be ruled by bunch of evil douchebags.
Just by bunch of douchebags who practice slavery.

The Hegemony might pay lip service to hunting him but I doubt they'd commit any serious resources. It's easy enough for them to just make a statement that Balak was not sanctioned by them and they can't be held responsible for the actions of a lone terrorist.

After the events of Arrival they might warm up to him considerably.

Why would he need to be a Reaper agent? He fights for the batarian cause and if the masses have been indoctrinated how is he to know the difference?

The Reapers are just a myth spread by the very human who thwarted him at Terra Nova, remember?

I can see BDtS being referenced if there's a trial / hearing scene with Hackett / Alliance Command coming to your favor if you captured Balak (getting information on whatever the Batarians are up to, if I remember correctly he implies that he's just an agent and there are more coming).

I wish we could confront balak...at the very least we should have extensive side missions about the batarian terrorists...now that there is no hegemony, Im sure they will be more suicidal.

If by "indoctrinated" you mean, "series of obliterated planets and civilian populaces rounded up and turned into mindless husks because they are an insignificant species unworthy of attention", then the answer is yesno way in hell.

The hegemony may only be in mid-stage indoctrination and serving as higher end cannon fodder for the short- to mid-term. Assuming the Batarians enslave other Batarians, then the Reapers might have shown up and started off with "You guys hate humans and the Council? OMG so do we, btw we have a way to make those slaves real obedient." And the Hegemony would be all like "Yay! New besties!" all the while getting more indoctrinated.
