Theory: Alliance and Cerberus secretly working together?

In Kasumi's loyalty mission, we're trying to get back her partner's grey box. This grey box has secrets that could greatly damage the Alliance's reputation. Now, we never found out what that secret is. It could be anything for all we know.Bu I think it could be evidence that Alliance may support Cerberus. But not all of Alliance, I'm talking the top ranking Alliance officials, people like Hackett.
So After beating Kasumi's mission, I beat Lair of the Shadow Broker. So I was watching some of the videos from the archive and stumbled upon a video of Anderson talking to a Cerberus Agent. It didn't look like Anderson was yelling or trying to arrest this Cerberus agent, but rather just talking peacefully with him, and he appears to do this in secrecy. This raises a lot of questions. Why is Anderson talking to a Cerberus agent? Does anderson support Cerberus? Could he be one of the People that funds Cerberus?
With Anderson dealing with Cerberus agents and Keiji's Grey box having secrets that could damage the Alliance, we really have to ask; is Cerberus and the Alliance really enemies? Is it possible that they are working together? To further the theory that they are working together, remember Kahoku? He was investigating Cerberus and was murdered. The interesting part is that his death was covered up and said to be done by natural causes. Why would alliance cover this up? They could be working with Cerberus. Also Cerberus was once part of the Alliance, it could be possible that the Alliance still secretly backs it up.
So in ME3 it could be revealed that Cerberus is allied with Alliance and they are both working to similar goals.

Potentially still a black ops arm of the Alliance, potentially any number of interesting connections between Alliance and Cerberus.
Unfortunately it looks more and more like Cerberus is filling the generic bad guy evil empire etc and having nothing, or sweet bugger all, connection to the alliance.

I think that Cerb has some high Alliance fficials in their pocket is a given though. How else could they operate like they do since Ascnesion.

I would love for Shepard to discover that the Alliance is still closely tied to Cerberus beyond a few supporters in their chain of command. Give Cerberus and humanity back some ambiguity.

Actually, a few of Zulu's threads are rather well thought out and are enjoyable reads even if you disagree with them.

I suspect a connection between Failberus and the Alliance could be inside that greybox though there was never any real hints about what it contained except Kenjis memories.ImPantsAtThis wrote...
If my memory serves me correctly, when looking through the greybox, keiji mentioned the Alliance's secret and pointed to a file with a reaper-ish ship on it- I don't remember if that's right though, but i'm pretty sure it is.
