No, this issue is still not resolved after patch 1.03, which was really just to patch trophies/achievements for the Legacy DLC.
I have been playing-around with replaying Act 3, and it really seems like a new issue is that any quantity of crafting resource purchased over 1 at the Black Emporium simply does not register in your crafting resource inventory; if you buy 2 Deep Mushroom, you only get credit for one, etc. (This is widely known by now.)
The developers added stacking craft resources at the Black Emporium during patch 1.02, but obviously did a haphazard job; you can see what you missed and pay sovereigns for them, but you usually only get credit in your crafting inventory for one, even if you pay for 2,3, or more. Before patch 1.02 players only saw one of each crafting resource, regardless of how many you missed.
My problem is that my crafting resource inventory actually reads 66/66, but I still didn't get the Supplier trophy. Fortunately I have a save file right in front of the Felandaris with 65/66 resources, and I zipped it up and sent it to EA/BioWare for review.
Official word from Luke Barrett is that Black Emporium resources COUNT towards this trophy/achievement, so to those of you saying "don't use the B.E. if you want the trophy/achievement" I say: sure, that's one way to do it, but the fact remains that the OFFICIAL word is that both ways SHOULD work, so they should make BOTH methods work.
If your craft resource total is 66/66 you should get it, regardless of your methods.
Instead of going back and playing the game ten times -- like some of players have done -- we all should be using that time to pester tech support, sending them our save-game files, and making our voices heard. The "official" forum is not good enough.
By going back and playing the game multiple times in hopes that the trophy/achievement will unlock you're just validating the broken game-play mechanic, and you're enabling EA/BioWare to do nothing about this.
I'm all for being proactive, but broken is just plain broken.
Luke said it himself: "To dispel any speculation you need >=66 Ingredients to get this trophy. As has been stated, the Black Emporium ones count towards this total - my guess is that for some of you, one or more just didn't register properly."

That's how it should work. No exceptions. Not "register[ing] properly" means the game is broken.
