I'm pretty sure they said they would only have options with the people your Shepard has already seduced. So the relationship is already there.
How will there be any time for new romances to develop?

The normandy doesn't fly as fast lore-wise as it does in-game, there's time.

Even with FTL drives it takes some time to get from point A to B. You can't go halfway across space in a minute....can you?

Also you have to consider the fact that alot of the ME2 LI's won't probably be Permanent Squadmates so they won't be on the Normandy as of now only the VS,Liara,Garrus,Tali and Vega have been confirmed as Squadmates and we don't even know if they are Permanent or just Temporary.
Which makes me think that most of the ME2 LI's Miranda,Jack,Jacob and Thane's romance may end up being handled like Liara's was in LOTSB a Mission and then they have a private chat with Shepard in his/her cabin and then they leave I know for a fact alot of Fan's would be furious if this is the route Bioware takes but it is an route they could take.
Actually I had an Idea they could make it that whoever you romance could end up in the Loft Sharing it with Shepard like if you romanced Kelly she would move in to the Loft with you.
That way you can continue your romance without any concerns.

Bringing in new romances this late in the series doesn't sit well with me, being able to carry relationships over throughout the arc of the story seems fitting progression. Introducing new ones now means they likely won't have the depth others do. The only possibility that I could understand is if its a squadmate that was previously un-romanceable ala Tali or someone we met along the way like Shiala, Sha'ira, Gianna or *shudder* Conrad.
