Installing DLC gives me an unrar.dll error

In my original installation of ME2 I had all my DLC content downloaded and installed just fine on a Windows XP machine. My computer got a virus and crashed so I had to install Windows 7 Professional. I reinstalled ME2 as well as all my DLC without a hitch. Then, my laptop was stolen.

Now, I have a new laptop, a Windows 7 Home. Whenever I try to install 4 of the DLC content (Kasumi, Zaeed, Normandy Crash, and Overlord), I get an error saying:

Error opening file for writing:
C:\\users\\[name]\\AppData\\Local\\Temp\\MassEffect2Temp\\unrar.dll
Click Abort to stop the installation,
Retry to try again, or
Ignore to skip this file.

Obviously, Abort aborts the installation, retry does nothing but make the message pop up again, and ignore will cause the installation to fail. I have ran the Mass Effect 2 patch 1.02 and am still getting the error. All the other DLC content have installed just fine (Alt Appearances, BloodDragon, CerberusArc, CerberusWpnArmor, Hammerhead, and ShadowBroker). I have tried to delete the downloaded files and reinstall them, but I keep getting the same error. I have been looking online and have not found a solution to this error. I've tried this in adminstrative mode, the UAC is turned off, and I've ran a check disk and nothing is wrong there.

Anyone see this before? Any suggestions?

Check to make sure you have enough workspace on that drive for it to extract the files.

If you still have the install files for the working DLC, re-run the install to see if you get the same error message. That will narrow it dowen to whether its a problem with the unrar.dll file, or the DLC itself.
If it doesnt happen with the currently installed DLC, then it would indicate the problem lies with the DLC that has been downloaded. Empty your browser cache, perform a drive cleanup, and then redownload the DLC usnig a bare-bones version of Opera or Chrome, as they sem to be the most reliable.
Also, make sure you are not using any download accelerators, and any form of wireless networking could be causing the fault.

Ok... I tried to rerun the install on 2 DLCs that are already installed and working and received the exact same error for both. I have plenty of room on my drive (62.8 GB free). So it seems like the issue is with the unrar.dll then? So any suggestions on what I should do now?

Sounds like the unrar.dll file in your Mass Effect 2\\Binaries folder has become corrupt.
If you are running the Steam version, you can verify your cache integrity to fix the problem. Disk or Origins will require a full reinstall.

I don't run the Steam version. I run just from the disk, but I've already reinstalled the game three times (once in admin mode) and it still won't install the DLC... :(

Are you running the install files with admin privileges?

So I logged in as Admin, and it allowed me to do two of the four DLC before the error message reared its ugly head again. I then created a new user and was able to install the other two. After that, if I tried to run it the install again, the error came back up... weirdness, but I got them installed! YAY! Thanks for the help, Bogsnot1! You're filled with awesomeness!
