The guide says it's in the Market District Warehouse on an armour stand, but there is no armour stand.

you get it after the Queen-rescue, when you find another grey-warden.
Later you can see him when you visit Arl Redcliffe in Denerim and then
you ask him for the "Vault"; he gives you a password.
Then you go to the street near the Market where the Mage-Shp is.
A door leads in the Warehouse. There you need to find a secret entrance.
