So how to do you get the final Yuriah upgrade? I've done most of the merchant missions so i should get the 2nd pretty soon, but what about the last one?

• If you manage to save the Terrified Merchant during The Assault on Vigil's Keep
  and afterwards talk to Yuriah, he will tell you that "The merchant you
  saved was happy to be alive--restocked me for a bargain! The savings are
  yours, of course." This will result in him selling all the goods from
  the first upgrade right from the start, including Stormchaser Mail,
  Charlatan's Walking Stick and two backpacks instead of just one.
• The items in the final upgrade list above are actually from two separated upgrades. Some items along with Paragon Reservoir Rune Tracing are available after the quest Trade Must Flow is completed, while other items including Paragon Dweomer Rune Tracing, Paragon Silverite Rune Tracing and Master Health Poultice Recipe are only obtainable after all the Merchants' Guild Board quests in the City of Amaranthine are done.
• Yuriah can be used to upgrade most weapons and armor by selling
  the armor or weapon you wanted to upgrade, save the game, reload and
  buy it back (be sure you have the level to improve the items). Items
  enchanted with runes cannot be upgraded in this way. Remove any runes
  before selling any items if you want to upgrade them.
  
• Be careful using Yuriah to upgrade items, as this can also
  increase the stat requirements for the item, disabling you from
  equipping an item you used to use. Also, he may not upgrade some items,
  forcing you to buy back the exact same item for ten times what you sold
  it to him for. It is advisable to save before attempting an upgrade.

Thanks LD but I must have had some sort of bug. I did all the missions but he never upgraded past the first time. I also didn't seem to get items upgraded when I sold them to him. It's not the end of the world, but it is a disappointment.

Its kinda a bug, because you have to do some extremly specific things to get it to work.
(I think its explained in the talk section)

It's a bit late, but I finally figured out what I did wrong previously. You have to support the smugglers to get the final merchant quest in Amaranthine. I always did the Law and Order quest before. Now if only I can get the RTO items to upgrade beyond Dragonbone.
