Really now, surely you can see that in contrast with the other Reapers in the camera's field of view, the one up in the clouds is almost on top of the person filming. That's why it seems so large: perspective.IsaacShep wrote...

Funny you should mention old tech out doing high tech. Back in the 1980s when nations started coming out with stealth this and stealth that, electronic countermeasures, and stuff that couldn't be detected on modern radar, the Soviets still had an old WWII radar array in Siberia, and the electronics were vacuum tube based, that could detect any of our stealth stuff, and pretty much anyone else's as well. It operated on a different band. As part of the treaty they had to shut it down to assure Mutually Assured Destruction continued. So sometimes a low tech weapon might be able to do damage whereas a high tech weapon might encounter the proper countermeasures.

Not every Reaper is going to be 2km long, that would be impractical of their part. I think only the oldest and most powerful Reapers exceed 1km. The rest are smaller in order to more efficiently harvest organic life, which is pretty small.
Not to mention that they are really far away, and you have no idea how tall that building is.

High population like humans or asari or turians = plenty of genetic material or minds (not clear which one the Reapers are after) = need to build a large exoskeleton = large Reaper
Small population like krogan or drell or hanar = not much genetic material or minds = no need for a huge exoskeleton = smaller Reaper
A larger Reaper with a lot a diversity would be good for many roles, while a smaller Reaper would probably have less diversity (since you figure a small population indicates a struggling population) and only be good for only a few roles or one role... ground combat Reaper, or flying attack Reaper, or run-fast-and-headbutt-stuff Reaper, or have-emotional-sex-with-Shepard Reaper.

It looks a wee bit off in the distance, the giant reaper seems to be hovering over the bridge itself... but at second glance, it really does look like it's hovering over the harbor.
