Does Dispel Magic remove the glowing blue vortex of doom? I don't know what the spell is called - it might be a blood mage spell or an NPC only spell, it starts with a blue ring on the ground which catches the characters in it, raises them in a funnel of magic and sucks their health away.

No, it does not remove any spells that have been already cast and are actively working.
It interrupts the effects of the spell on anyone trapped in it. You can use this to free them from its hold.
Dispel will remove active buffs, effects, or interrupt any spell that is in the process of being cast or channeled.
An example of a channeled spell would be Arcane Horror's Spirit Shield or a Blood Mage's Grave Robber.

Yes, you can free your companions from it using this. This is actually an instance where the upgrade is pretty cool because freeing your companions using the upgraded version will give the +20% health. Quite useful for someone who plays the game without using potions (like me).
Dispel Magic has quickly become one of my favorite spells. If you cast it directly on top of blood mages or serabaas you completely neutralize their ridiculous spells that kill you almost instantly. Also, it's kinda cool to cast it on top of circle mages to remove their barrier spell (even though they are already easy to kill, you just do it much faster).
