The Migrant Fleet is completely safe for them to walk around naked (this is covered in Ascension), but they wear the suits 'cos:
1) Just in case there's a breach
2) Some simply prefer it.
3) Talimancers get off on the fact that they sweat all day in their suit, and even pee and poop in them, as well as that they never wipe their ass.
The fact that squad mates didn't wear full body armor in ME2 in the Migrant Fleet is a plot hole

But srsly, if Tali won't die fro Sheploo's wang, i'd doubt theyd have trouble with each other. All the couples need to do is expose themselves to eachother to adjust to them, once this is achieved they can have all the intercourse they want, maybe they just open up the crotch area and do it half clothed. atleast thats what i would like to see.

When two quarians trust each other they link suites. This causes a minor illness at first, but then the two get accustomed to each other. Once that is done love-making is possible. Then a gestation period after which the mother gives live birth.

Since they are fictional and inhabit a fictional universe, and the authors of that fictional universe have not told us whether they planned to discuss how their fictional Quarians might reproduce, the question of how said fictional Quarians could or would reproduce is completely and entirely irrelevant. I could say they were marsupials or monotremes with the same authority as anyone could say anything else.
