Since the old Bioware forums have vanished into thin cyber air,
I can't find anywhere in the interwebs that states what it does.
Does it just work like the Luck spell?

Nothing. It's just a bit of flavor added to the game.

And unlucky she can't wear a ring in that slot of course.
Still, her cheeriness makes me happy (funny a character can do what in a IRL person would only irritate me when I'm depressed).

I'm pretty sure it gives her a luck bonus (probably +1; you can look in Near Infinity if you really want to know). Luck influences just about every roll a character makes (and I do mean every roll, even some that your opponents make). It will function the same as the spell, except she'll always have that bonus.
I think Boo is the only one to not do anything, but he's stuck in a quick item slot, not an equipment slot.
