First off, no matter how much proof you bring to bear on an issue, there's nothing you can do to convince someone who is determined to believe that what you're saying isn't true.

Secondly, we don't really know if the council actually -doesn't- believe Shepard, or if they're just playing politics by acting like they don't.

Thirdly, all of Shepard's evidence, including his suit recordings, is -hearsay-. There's no evidence that the reapers caused the prothean extinction except for Shepard's beacon experience, which is an exclusively personal experience for Shepard. Shepard's suit recordings don't refute any of the arguments made against him, which were the claim that Saren's forces were creating a boogieman fear campaign to keep Shepard from getting to the bottom of things. They never dispute that any of Sheps experiences actually -happened-, just that they don't constitute hard evidence. Which, to be fair, they -don't-.
