everyone else enjoys the most.
My favorite 3 are:
1. FemHawke (Jo Wyatt) - love her voice for FemHawke, especially as Sarcastic Hawke.
2. Isabela (Victoria Kruger) - I couldn't imagine a more perfect voice for Isabela
3. Merrill (Eve Myles - especially love the accent.

1.Fenris- Gideon Emery. I adore his voice. He could just talk for a few hours. I don't care what he says. I just want to listen to it.
2.Isabela. Her VA is fantastic. The way she speaks the lines fits Izzy perfectly, but she also sounds close enough to Izzy's original voice actress in Origins too.
3.This one has to be a tie between Anders, and Merrill. Adam Howden did a fantastic job voicing Anders, I have a hard time remembering that Greg Ellis voiced him in Awakening. Merrill's VA conveys her character very well, I think. She genuinely sounds puzzled every time she doesn't understand something.
There are almost no voices I dislike in DA2. Other than the fact that the one NPC during the Bonepit quest during Act 3 sounds exactly like Anders. It's especially funny if you have Anders in the party..

Victoria Kruger, the way she does Isabela is spot on and just overall really nice work.
Hmm..I like a lot of them.... but I'd say Adam Howden is definitely one of my favorites as well. He did good work bringing Anders to life - a lot of the more intense/emotional scenes were done really well by him and probably wouldn't be the same with another voice actor. They definitely would not have been the same with the old one, Greg Ellis. Howden was able to capture some of that humor from the old Anders as well, but he brought Anders full circle in DA2 there's no doubt about that.
OH dammit. You said for DA2. Well, whatever. I stand by my opinion. Claudia Black is freaking fantastic.

Meredith(Jean Gilpin) The way she goes from crazy to sane, to righteous to sympathetic, she covers the whole range, really well.
Elthina(Rachel Atkins) One of my favorite lines in this game is when she tells Meredith to be a good girl.
Last but least, the Arishok(Rick D. Wasserman) I have a save queued for his speech from Blackpowder
"That is why this Elf and her shadows are unimportant. That is why I simply do not walk from this pustule of a city. Fixing your mess is not the demand of the Qun! And you should all be grateful!"
I wanted to be his friend after that lol.
Honorable mention to Kellie Bright as Idunna, short but sweet and Greg Ellis as Cullen

Yes, I should have asked for the top 3 companions & the top 3 other NPCs as there are so many great voices
besides the companions.
The Arishok, Flemeth & Mark Meer as Jethann come first to mind as 3 of my favorite outside of the party.
Thanks for all the replies as its always enjoyable to read what others like & why.

2. Gideon Emery. Um, does just saying "UNF!" make me shallow? Cause that's how I feel. In all seriousness though, he did a wonderful job with Fenris, and he's one of the most versatile voice actors in the cast. Did anyone else know he was Oskias from the dwarf commoner origin? I was sort of floored. The difference is amazing.
3. Eve Myles. ADORABLE. I love listening to Merrill talk, every line is delivered so well. You just can't help but like Merril a little, even if most of what she does pisses you off. " 'No ****, there I was' ", is a favorite of mine.
And honorable mention must be made of Mark Meer as Jethann. I don't think I was the only one who was pleasently (and hilariously) surprised by that performance. "Why work if you're not working hard?"

2. Another for Rick. D. Wasserman. I read a post by Lukas in the Off Topic forums that made me like the guy more. Anyway, Lukas saw a line with a typo: it was missing a comma. Problem is if he didn't indicate the proper comma position then the meaning of the sentence changed dramatically (so of course how it was read would change). Before he could do anything, Wasserman was arguing where he thought it would go based on the philosophy of the Qun. So it isn't just his voice, it was that he was into the game itself and studied up on his character's belief system, which probably made his lines all that more stunning, even if they appeared to be a bored dismissal. Because he'd know WHY the Arishok would dismiss someone or not explain the Qun to a curious Hawke (the Arishok isn't "spreading the good news" like an Andrastian missonary would, to him Hawke just pretty much asked to explain the "why" of everything, or to explain why and how someone breathes or even exists).
3.Kate Binchy did a good Marethari. When I first heard her she just caught that first impression of a wizened Dalish Keeper, knowledgeable even past her old age. Whether or not the story made you feel the character truly was (whether she was blinded by her own fears or pride), that first impression is amazing.

1. Jo Wyatt (she's epic)
2. Brian Bloom (I have a mad crush on Varric now.)
3. Rick D Wasserman (I seriously am ready to convert to the Qun...)
4. Greg Ellis (an old favourite from Origins.)
Honourable mentions - Eve Myles, Mark Meer, Gideon Emery, Stephane Cornicard...gah I could go on and on. But I won't.

2- Eve Myles (the way she says "Ohh... I got one!" in combat always brings a smile to my lips)
3- Victoria Kruger
Honourable mentions: Jean Gilpin (the way she voiced Meredith before the final battle was simply amazing), Rick D. Wasserman (because "Fixing this mess is not the demand of the Qun"), Greg Ellis, Brian Bloom... and whoever voiced Torpor! (Does anyone know?) I always kill him, but the way he calls Justice a "prig" is pure gold.

Greg Ellis, too, but it makes me too sad to contemplate What Could Have Been (and I think Howden did an excellent job, too).

Another mention for Nicholas Boulton who i am sure did the voice for Xenon the Antiquarian as well if i read the credits for the Black Emporium properly lol
I'm pretty sure he voices Malcolm Hawke in Legacy, except his voice sounds a lot deeper.
He also voiced Ser Bryant and Bann Vaughn in DAO. The guy has good range.

6. Nicholas Boulton
7. Nicholas Boulton
8. Nicholas Boulton

I don't have much to contribute other than to agree with this. Nick Boulton could practically run a whole show all by himself.

But there are certainly more than these three in the game, who should be carpenters, the way they nail their lines. :-)

Rick D. Wasserman - Arishok is delivered perfectly. Strong, Powerful and Fanatical.
Brian Bloom - Also delivered excellently for varric. Great charisma that no one can resist.
Jo Wyatt and Eve Myles are great, but they occasionally mess up their line inflections.

Mark Meer as Jethann made up for all of his wooden-ness so far as Shepard.

I'm trying to imagine Mark Meer using his Jethann voice for Shepherd in Mass Effect 3. Now, that would be hilarous !
