There is always more can add to single player, thats what expansions and DLC are. With extra time they could be part of the retail game instead of nickle and dime afterwards or spending that time with gimmicks like Kinect and (rumour) of multiplayer if was a reality.

Casey is the head developer of this project, if HE says multiplayer cannot work, multiplayer cannot work. While he has been crpytic about it, any tech expert would tell you that the ME system is just NOT designed for multiplayer. If bioware can use $2million produce a flawless single player experience on PC, Xbox and PS3 and all reviewers and fans give it 10 out of 10 then you would be right.
However in the real world no software product is perfect.
For instance ME2 was not perfect and if they got extra budget to develop it they could have used it to
* add more exploration
* add more cutomization for the companions
* have something more interesting than the crappy loading screens
* have something more interesting than the mining mini game
* add layer of the shadow broker as part of the main game
* add overlord as part of the main game
* add a whole host of new weapons
* add high res textures for PC
* add DX11 support
or
they could have added a multplayer
There IS a trade off

dumping extra cash into single player can only do so much. you could dump another 5 million into the ME3 development and its going to start having deminishing returns on what gets produced, since you can only do so much.
but i dont really know. its not something im worried about. you can imagine a ton of "worst case scienarios" if you like, but even being as big of a cynic as i am, i'll remain cautiously optimistic until i have actual reasons not to be.
