Cerberus Centurions are frontline tacticians that fight alongside their soldiers. These squadron leaders carry out high-level instructions laid out by the Illusive Man. How the Illusive Man recruited and trained such a large number of top-line battlefield commanders is a worrying mystery. Cerberus, once comprised of small, covert cells of agents, is now a burgeoning and unconcealed threat to the galaxy. In the face of the immediate Reaper threat, Alliance Intelligence has scuttled their attempts to infiltrate Cerberus to find out how the Illusive Man managed to quickly swell his organization’s ranks. The only useful intel gathered on the Centurions are their armaments. Each Centurion carries a modified M-96 Mattock that launches smoke grenades to blind their targets, making their enemies vulnerable to vicious crossfire they can no longer see.
It remains a mystery for the Alliance, but you and I know better. What we both know is that he surely did not set up Human Resources department and Recruitment centres. TIM finally put to use the Collector technology in the same fashion as Okeer did on Korlus and created new army of clones. And just as Okeer, he had to base the clones on good genetic data. We do not have to look very far to find suitable candidate - Shepard. Fortunately, he had some residue DNA samples from Lazarus Project. He then used memory imprinting to make them loyal to the Cerberus cause and what we have now is a fresh supply of battlefield commanders. Of course, they are not like the real thing, but are still dangerous and disturbing to fight.

If they clone only Centurions, not all Cerberus mooks would have to be same gendered. Others could be cloned from whoever else. This way it would not be so weird why they are all female.
And Kai Leng isn't so "special" as I am. TIM could rather clone himself.

Okeer cloned great Krogan warlords, TIM might clone Hitler or Churchill but fighting fat or moustached people will not cut it. We need more oomph.

Indoctrination creates a "collective" intelligence. If there is one good soldier, they are all good soldiers.
I wonder if the Illusive Man found a way to indoctrinate people? Not as easily as the Reapers, but enough to imprint tactics in soldiers in a matter of hours, not years.
