It would be more believable though, if the gap between the events of ME2 & 3 was bigger. If it's just a "few months",  I can hardly think of how the two novels (Retribution and Deception) plus the raising of a clone army are to be crammed in.

While on the topic, if you sleep with your clone, does it count as masturbation or does the clone count as another person?

In a normal state of affairs in the galaxy I think Cerberus would prefer to get the best and brightest from the Alliance but it takes time to persuade people even if you offer them a better pay check.

Cloning can be done on mass by Cerberus and it's turn around time is quite quick eg the 7 day fully grown Korgan with combat skills from ME2. I suspect Cerberus could do the same or better given there resources.

But anything is possible it may not be clones that's kinda why so many want the the game to come out sooner to find out what's happening lol.

It's essentially twincest.  Identical twins are just naturally-occurring clones.

Why do Cerberus have so many troops? The Alliance have been donating people to them (that is if you're a conspiracy theorist who believes that the Cerberus-Alliance split never happened). Or they've been using Collector technology to collect humans from small colonies to join their ranks.

Maybe they fiddled with the sex chromosomes! Switching the X and Y sex chromosomes for example. :wizard:

I believe Miranda's father did something similar- he changed the Y chromosome so that the baby would be a girl.

After Shepards death TIM proberly devoted resources not only to rebuilding Shepard but also creating his own privite army that was suppose to fight the Reapers

That's what the Terra Firma is supposed to be there for: persuade people during the normal state of affairs. So that when the sh*t hits the fan you have only to blow a whistle.

Both O'Keer's and Saren's operations were uncovered. That's simply a matter of logistics. You can't conceal such massive movements of resourses. Of course, the game can say that Cerberus is just that good (especially given the new and friendly Shadow Broker), but there remains a canonic fact that in between ME 2 and 3 Cerberus took serious damage (in Retribution), from which it had to recover. Which, realistically leaves only the option that TIM has had some kind of a "mobilization plan" all the while, and that plan doesn't require a massive investment to be set in motion.
