Not really. I mean I know Shepard kinda sorta died already, but spending two years and millions of dollars on science to bring him back is a more interesting idea than just instantly cloning another Shepard (I'm looking at you, Force Unleashed 2!)

Of course, the game can say that Cerberus is just that good (especially given the new and friendly Shadow Broker), but there remains a canonic fact that in between ME 2 and 3 Cerberus took serious damage (in Retribution), from which it had to recover. Which, realistically leaves only the option that TIM has had some kind of a "mobilization plan" all the while, and that plan doesn't require a massive investment to be set in motion.

Or the only resources you need are waiting beyond Omega Relay that only Cerberus can pass through.

The cloning theory is plausible, but even I have a hard time swallowing it.

It would make for a good plot twist for sure.  

How do we know a number of these people aren't Miranda clones?

I hope they aren't clones. It was bad enough when all storm troopers turned out to be Jango Fett.

Clone troopers, and the rationale behind that was he was the perfect warior bounty hunter dude.

when the Empire rose to power they cloned other types of soldiers, bounty hunters, etc; and the numebr of original clones dwindled.
