After you complete Lair of the Shadow Broker, will Liara never appear on Illium again and will always be in the Shadow Broker Base? Also, what will the terminal in her Illium office do?

No, she will remain on Hagalaz and only repeat the same line of dialogue when you try to engage her in conversation. The terminal will direct you to the recruitment missions Thane/Samara on Illium.
