Who else do you think will be permanent squadmates?

There are no permanent squadmates. THAT'S what Bioware have confirmed, not the opposite.

Regardless of what kind of permanency you think squadmates have in Mass Effect 3, I'll tell you this. Garrus and Tali are as equally permanent as Vega and Liara. As in, they aren't because no squadmate has plot armor and all of them can die or leave by the end of the game, period.
Main characters. Not just squadmates. Main. Characters. Straight from the executive producers.
He never has retracted this statement. He has, in fact reiterated it instead. However, he has been very clear in his intention by saying that no-one is permanent; and that's that you should not get comfortable about the squad you have. You should be nervous for all of ME3 like you were about the Suicide Mission in ME2. It's the final game, and they don't have to worry about carrying the stories of these characters on beyond this game, so they can really play havok with everything we've gotten used to about squadmates before now.

They orginally were, but BW eventually retracted that statement.

Not sure if he ever used the word permanent about Garrus/Tali. IMO these 2 will be possible to be "permanent", but will be optional, obviosuly due to SM variable. Most likely we will be able to recruit Tali after doing the Quarian vs. Geth mission and Garrus after helping with whatever on Palaven.S.A.K wrote...

The biggest issue here is what BW understands are permanent. Everyone on BSN understands it as time spent in the squad (like at least 90%). But for BW, it may simply mean "no one's guaranteed to live throughout the entire game like Liara was in ME1".

Bioware confirmed that your squad will be small. I think it would/would've been awesome if Bioware gave you the choice of who your five squad mates would be while your own omissions take on secondary roles. Now I don't work for Bioware or make games, I only play games, so I don't know how that process would go. But that would be my ideal squad selection.
This is exactly what I would love to see happen...though would prefer a squad myself of 6-8.
