help reinstalling, patching, and adding all DLCs from scratch - PS3

I need help,
I want to start from scratch with my DA2
I have deleted every save, every Dragon Age 2 file, and patch, and DLC that I can find off my PS3, however each time I try to insert the disc, it asks (understandably) to install 1.03 and patch, which I let go. then it hits 90%. hangs, Jumps to 100% and sits there, for hours even, and never finishes.

I quit, rinse, repeat and same results. I can't play the game any longer.!

I even have tried restoring my PS3 to default and having that be the first game I install., still sits at 100% for hours and will never complete.

What am I doing wrong? help please.

PS3 250GB slim
Latest firmware (3.70)
DA2 signature edition
all current DLCs purchased
never had a problem with it before. I want to play DA2 again ASAP!

sounds quite horrible...... the only thing that comes to mind is try a System Restore. you may have corrupt data on your ps3 and not even know it. this can bug the weirdest of things, for example, it screwed up my friend list every time i logged on to psn. when something goes weird on me ps3-wise, this is 1 of the first things i think of to try. it can't hurt your system so u might as well try it

I do believe I have already done a system restore, and it reset everything to factory default, and I had to restart setup, just as it was out of the box. however that didn't help the DA2 issue. I'm at a loss, anyone else have any insight?

Ahh!  I'm sorry, I didn't mean the system restore exactly.  I was doing this off of memory and should have actually looked first.  My apologies.

What I meant was to try the 'Restore File System' option which is different from what you tried.  It is option 3 in their little safe mode menu.  I have provided a youtube video so that you can clearly see the menu I'm referring to:

'Restore file system' did not correct the problem, I can only assume it is the actual blu ray disc and not the PS3 HDD. I notice no flaws at all or smudges or scratches, but I can't get it to install the Game Data completely. It always goes perfect to 90%, then hangs a bit at 90% and then jumps right to 100% complete and never starts the game. It freezes at 100% forever. Then if I stop and start over it needs to install game data off the disc again (this is all offline, not on the PSN at all)
Other games setup fine.
I check anf the Dragon Age II Game Data is 2945MB with no version number.
This is before the 1.03 patch even, this is only the blu ray disc data that you initially install.
I will attempt to try to rent a copy and maybe see if it is in fact only the disc, but I'm out of options and really wanted a few more playthroughs. I was one trophy away from Platinum.
Does anyone have anything else for me to try?

FYI, I rented a different disc and it installed fine. it was the disc the entire time. Thanks so much GoodFella146 for your help.
