Not sure what happened. First time I've seen this, and I've gone through this section at least 4-5 times prior.
Anyways,
I get to Highcliff Castle and I decide to kill Slaan on sight,
receiving the crudely drawn map. The quest denotes this. I continue to
clear out the castle, killing the priest and the lizardmen Slaan would
have me save.
I leave exit the area, but when I get to to the
world map there's no marker for the cave than Slaan's map would lead me
to. I also notice there's no map marker for the Castle or Shandra's farm
either.
I restart from my next closest save (prior to just
killing the lizardmen in the castle), and I try exiting to another area,
and still nothing. Finally I try going back to Highcliff to talk to the
NPCs again and here's where it gets strange. It's as if I've just
entered Highcliff for the first time.
I talk to Mozah, he does
his intro speech, but acknowledges I have finished the quest since I
already have the Backpay. I talk to Gera, no intro speech but right into
thanking me for saving her children. I talk to the wife, intro speech
happens and doesn't allow me to mention what happened to the husband. I
finally talk to the mayor, again the intro speech happens (fighting with
the wife), and he sends me off to Shandra's farm. I get there, but
Shandra is nowhere to be found.
My next closest save after the
one I mentioned earlier is still in the Weeping Willow Inn so I really
don't want to go back that far. Are there any workarounds? I don't mind
using cheats or a trainer.

geez, took a look at this in Tset and something's really borked.
Slaan is a complicated mass of scripts and you're getting conversations that are marked as 'OncePerModule' re-firing .. ie. I couldn't find any consistency in the glitch,
but running the script below should open up Slaan's destination on the WorldMap

That did it for me, and I successfully arrived in Neverwinter. Thanks for the help!
