Is it normal for my armor rating to drop every time I level up? As of now, when wearing the full Blood Dragon plate my armor rating is a whopping 6%.
What gives with my armor?

Yes.
Most stats are not linear. Your rating converts to a percentage, and that conversion is dependent on level. So 100 armor might be 50% at level 1 but only 5% at level 10.
I just pulled those numbers out of my vagina; they're just illustrative examples.

Got it. Problem is, the blood dragon armor is of a decent rating. I can't really see ever getting above 30% at best, even with endgame stuff.
This really makes warriors pretty weak, IMO, compared to rogues who don't rely on strong armor.

This is pretty much correct. Rather than having the linear progression of DA:O (with the absolute value being used raw for damage reflection) in DA 2 the absolute value is turned into a relative percentage scaled to level.ishmaeltheforsaken wrote...

Armor is never really an issue for a number o reasons.
You will get good enough gear to have a solid armor rating. You can also easily get gear that has Damage Resistance, which reduces all damage you take.
Most importantly, in DA2 the best defense, is OFFENSE. Even warriors are by far better when built with huge damae in mind. Mainly Vanguard, Berserker, and Reaver trees. You can also use S&S for devastating CCCs.

Warriors don't really have significantly better armour than anyone else, unless they've got a shield. They tend to have better hitpoints, and get some defensive abilities
Though if you've only got 6% armour, you're definitely wearing the wrong stuff. What level are you? I get 8% armour from the Blood Dragon suit at level 16, and by that time it's been sitting in my storage chest for at least 7 levels.
My endgame warrior has 42%, 57% if she borrows a shield.

This is the problem I see. The way it's set up, warriors are weak compared to rogues. The only rogues don't have is the AOE damage, but they don't really need it. They are MORE survivable than warriors (which seems ass backwards to me). If warriors had better talents, it might make more sense but, again, rogues have an advantage here. The light AOE that a two hander gives a warrior just doesn't matter that much in light of all this other stuff.
The constant critical hits and huge damage numbers are just too good. If I want AOE, I just have Merrill put a walking bomb on someone than kill him.

You don't need that much armor with an offensive warrior either to be honest, although at it being 6% I'd look into something new to wear. Blood Dragon armor is not meant to be worn through the whole game.
If you have the black emporium and some spare cash in act 2/3 you can get King something's armor and the helm of a thousand battles. Together they give 36% physical resistance. And that doesn't decrease with level.
If you feel your warrior is weak, check some guides posted on this forum on proper builds (though Sabresandiego's and IN1's are a bit outdated and they're built for nightmare difficulty). Or reroll a rogue

42% is just Champion Armour + runes of protection
Looking at a save from when my warrior was level 13 - just at the start of act 2 - I was wearing the Armour of the Fallen set for 251 (40%) armour. If I fetch Blood Dragon stuff back out of the storage chest, I'm at 215 (22%).

I went with King Something's armor. Seems to work very nicely.
Although, I re-spec'd my warrior loosely according to the Vanguard Mach 5 Massacre guide and, as an above poster pointed out, armor rating no longer seems to matter that much. Defense rating helps, and damage resistance seems to be where it's at. But even so, with the way this warrior is playing, even if I were short on those others I don't think it'd matter much.
Berserk / Reaver Hawke + Merril with Blood of the First and Wounds of the Past + Anders for healing + Fenris = things randomly explode. Literally. Fenris is interchangeable with others too, I can take Isabela, Varric, or Sebastian easily and get good results. I got just enough con to wear the armor I want, str until my hit percentage was pretty high, and maxed out my willpower / stamina as much as possible after that since Berserk adds damage as a percentage of stamina.
From roleplay standpoint, I like being a warrior with Reaver and Berserker spec. There's nothing better than an enraged, blood drinking madman with a big assed sword for terrorizing the countryside.

The best defense in this game is a good offense. Why would you need to pump con? Waste of points. Just pre-buff and put those spare points into will or dex. Do note however that without a rally source (aveline or fenris), second wind and stamina draughts, pumping will for extra dmg after str is inferior to pumping dex. This is due to the fact that berserk eats your stamina quickly especially w/ barrage, primeval lyrium rune and eventually double hastes. Same goes w/ gear. +x% elemental dmg, +crit% or +crit dmg is superior to +stamina/will if there's no rally source.
