Because what was already added in fit the others. I wouldn't have really bothered to add something else for them since they looked pretty fitting to me.
Because if they had too many variables we would be basically doing a repeat of the first vote.. except wait their control group is totally NOT a control group and the single variable is NOT hair colour and we are indeed just doing a repeat of what we did before. Which begs the question, why is there a vote at all? Why couldn't Bioware just have touched up the original Jane Shepard and have been done with it?
I'm glad you kind of ignored what I said for your own opinion that you seem to present as factual. Then you ask two questions that I bet you already know the answer for yourself.
Now the simplest answer seems to be the best one here. Freckles and green eyes goes with a red head shepard so they used that the others can just keep the normal look but with different hair colors.
Now why didn't they use touched up default shep is pretty easy to answer. There would still be complaints and most of them would be that BW is lazy and doesn't even want to bother making a new and more detailed female shepard. I'm sure you think it would be easier and more preferable to just use a default shepard but that's your preferance not the majority. BW obviously wanted to do something for the fans and give them multiple choices instead of doing it themselves. Its generous but it seems that people have a hard time understanding generosity.
