Its not. Many Red Heads or gingers or whatever have freckles and sometimes green eyes. Those characteristics are so akin to stereo typical red heads that it isn't a significant difference.
I think changing the face is misleading with the small photos they have. It appears the poll is only a competition on hair colour. However, three of the faces have identical face and textures to femshep 5, while the red hair face has a completely different texture and eye colour on closer inspection. A lot of people are going to overlook that small difference assuming the hair is the only thing changed.
That's a fairly big difference, especially for people who liked the overall face and not the hair colour/type may be shocked to see the textures have changed without them knowing. In a way, they took textures from an unpopular femshep face and transposed them onto the most popular, probably because people complained about the mole.
I personally like the freckles and the red hair since they go well together, but I dislike the unrealistically green eyes. If they stay, I could see the complaints now that Femshep looks too cartoony because of her eye colour.

Your right. I have been doing custom textures on some mods of mine for 3 hours now. I have taken like five looks and the shapes are identical. It might be what I have a problem with: The green eyes drawing attention away from the eye shape and making people think they're bigger, because the colour is bolder/more saturated.
