Because it's as simple as it's a great fan service. Just one example, from DA2 - I really liked default FemHawke, just not her hair colour. I had to use a mod to use the default model with a different hair colour. So, this might be possible in ME3 on PC as well.

Honestly, what's so difficult to understand that someone might want to use the more detailed default/marketing model, but just want to change hair/eye colour, nothing else? You can't recreate Sheploo with the character creator, as such I don't expect you can do it with default FemShep.

Why are people surprised by this? The default faces are distinctly modeled and have a higher quality, that you can't achieve by using the CC.

Changing the hair color is achievable without changing the rest. There are plenty of mods which does just this with Marian Hawke. If a modder can whip it up in a day I'm sure BioWare can.

I would be ok with that.  You heard it here first folks:

There's going to be a clipping issue with Femshep5 hair and the collar of N7 armor.  Black hair will be the only hair colour that would have made it look ok.

This is a tragedy and Bioware should be shamed for this.

I dunno.. if you read his actual tweet, it makes sense.  Can't customise anything about sheploo's features.  Why should you expect anything different?  Not to mention, if you want to customise, then customise your own character.

Personally, I'm in the camp of.. developers should not ask fans for ideas to incorporate anything into their games.  I always used to wonder why there were not more polls, but looking at the results and the bitterness in these femshep polls, it becomes clear.

The only thing bioware has done wrong, is that they didn't say in the first poll "We'll be having further poll(s) on the winner of this poll."  Other than that.. swallow it.

I can understand the frustration some fans are having, but it's not like bioware threw out the results of the first poll.  If they did that, then they'd be asking you to vote on the original redhead femshep's face and just say "screw blonde".  That'd be throwing out the results of the first poll.  However, they're using the results of the first poll.  So it's improper to use that phrase.

Well this character model isn't based off a real person for one however I'm not happy about the lack of customization on Sheploo's part either.  It's ridiculously stupid in both cases.

Then why not just have a modder do it?  Saves BW from having to do it.

That can't be true. We always get to change hair color and complexion.

Since when have we been able to change the default preset characters? Last time I checked, you couldn't modify Sheploo, femHawke or maleHawke (yeah, you got to add/remove the blood spatter/paint from the Hawkes, but that was pretty much it).

Wow, horrible! The same thing they pulled in DA2, thankfully a mod took care of that there. But here the freckles will stick I bet! It's absolutely ridiculous. <_<

Personally I'm fine with all the choices. Preferred FemShep 5 in the first round, find this poll unnessecary, but I don't really care about haircolor.

I actually hope they go with a female protagonist (similar to Sheploo) for their next franchise after Mass Effect.  Would be a nice change.
