I just completed DA2 with Bethany in the circle but the Force specialization isn't available. I had patch 1.02 and just installed 1.03 but when I reload the tree still isn't available.
Has anybody else ran into this problem?

I think I had to actually advance a level on my game with Carver when I started a game in 1.02 and patched mid-game to 1.03. I am sorry but it has been awhile, but iirc, when placing random points gotten to make him the same level as my character for Legacy it didn't show, but the next time he leveled it did.

You have to install on a game from before the Deep Roads in Act I for the specialization to be added properly.

Do any of you know if Carver gets the Templar specialization if you make him a Grey Warden? Would be pretty odd if he did.

Yes, he does.
Templar is just a generic specialization (although it originates with the Templars, anybody can learn it, including mercenary Hawke).
