Well... siding against the qunari directly seems sort of futile, because their demands won't change and it would just anger them. As for raising an army... I only have access to one person with a background of military command, and she's already in charge of the guard. I don't know how to train one myself and I'm not sure if Aveline could or would take the time out of her own schedule to train clandestine militia as well as guards.
And the political thing... I think a mage Hawke stands on a razor's edge. I don't know how open of an apostate she is at that juncture, but I think the main thing keeping her out of the Gallows is Cullen's goodwill, and possibly Carver obfuscating things (I haven't decided where he'll be). Along with that, she probably has a decent base of noble allies, but rocking the boat too much could well cause Meredith to regard her as a greater nuisance free than captured. She really has to play it quite cautiously, and not much of an intellectual rise to greater power can be done when the crises are pouring down.

One could always hire merc commanders to do the training. Ferelden refugees can be gathered up with relative ease.
But the whole situation makes little sense playing as a mage anyhow. I still do not buy the excuse as to why no one cares to put you in the gallows. It makes sense if people did not know she was a mage, until much later. In which case, she could take the risk. Siding with Petrice might give Meredith pause. She apparently did nothing to her anyhow.

I don't believe Hawke is an open apostate in Act 2. It might be a somewhat open secret.
Though you do have a point in that having Petrice as an ally could be helpful regardless with Meredith... it's worth considering. The mage playthrough is my canon one, so I'm putting a lot of thought into it. and there are many decisions I keep reconsidering.
