As for how everyone knows, well...it doesn't seem to be a secret to either of them. Plus Varric likes to talk. Eventually suspicions will rise when the two aren't showing up for drinks on time, or are showing up disheveled. *shrug*

Well, I always play as mage so I never liked that kid anyway. Merrill is much finer piece of elf than he.

Now, I think there's a high likelihood that it develops into something more serious, and that having it start out as "just sex" might actually be an easier way for Fenris to get himself used to the idea of a relationship. But dialogue supports the idea that it starts out as a random hookup... that they decide to do again.

On top of that, when/if he sleeps with Hawke, it's more.. much much more, then just Sex, and the implications of the whole thing sends him running. With Isabela he's already 3 years past that point in his life, and he already knows that she doesn't do relationships.
If, it eventually turns into a relationship for them, well it'd be because its a slowly evolving over time thing, and not a "feelings" thing.
Aka: Fenris has "feelings" for Hawke, and in Act 2 (with Denarius still alive and him technically still being hunted, and him not yet being sure of who he is/wants to be) he's not ready to cope with it all yet.
Fenris does not have "feelings" for Isabela. He's also free, and at that point has a firm grasp of who he is. He knows Bela doesn't do "feelings" either, and so they have sex... and then they decide to have sex again... and eventually, maybe, as we're lead to believe, it turns into something more.
You also have to remember that this is a "non-romanced" Fenris and Bela. This means that Fenris didn't have his earth-shateringly devistating realization that he doesn't believe he's good enough for Hawke.... and Neither does Bela.

I always get at least the first of the two Fenris/Isabela banters because my Hawkes usually go from Fenris to Anders, sometimes with Isabela in between, but in the one PT where Hawke romanced Anders and no one else, I never got that banter. This may have been just luck, though.

I could have sworn that Ms. Helper said somewhere that the banter isn't suposed to work unless you don't romance either of them. You can sleep with Bela and not romance her, so sleeping with her shouldn't break that pairing unless you persue it. That a romanced Fenris, even one you've hit and quit, shouldn't then turn around and jump into Bela's arms.
An unintentional flag bug that's not really worth fixing, yanno?
I'll have to go on a quest to find the quote, now.
