We already have that. They're called research upgrades.

I'm thinking that you'll be able to have squaddies wear any outfit in combat you like, even if it is silly. If you can't stand the silliness, however, you've got full-armor outfits. I.e., the outfits will work pretty much like in ME2 and just be cosmetic. Squad armor mods, if they exist, will apply no matter what their current appearance is.
I don't have a compulsion to customize the appearance of all my companions, and I usually like the artists'/developers' custom designs well enough.

Personally I prefer uniformity in my squad.
However so long as Bioware's designers at least try to be practical with their armour designs this time around instead of the god awful crap they did in ME2 I'll manage.

Not what I was getting at. Research is permanent and applies either to Shep alone, everyone, or everyone with certain abilities (e.g. all biotics). I'm talking about the possibility of having a more fine-grained system more like ME1's where you can pick and choose from a variety of upgrades that aren't permanently applied and that can be applied on an individual basis, only the "mod slots" would be part of the character, and not whatever armor they're wearing.
