My mother just died and I was expecting the nice Andrastrian priest to drop in and offer his condolences but no. Is this the case regardless of what you do earlier because he is not an "official" romance or have I done something wrong? I have carefully gone through the entire way without making a single flirty comment at anyone except Sebastian, so I thought I was still on track. Would just like reassurance that this is how it is meant to be and will still get relationship development in Act 3.

Sebastian's missing out on a lot of romance content. He won't come to your house and sleep with you either.

Seb doesn't comfort you. He's DLC. He also doesn't go to the fade with you. He's not a "real" relationship and does not trigger the achievement.
That being said, just don't flirt with anyone else and you're good.

But he can marry you and he will never lie to you on the other hand.
No pretty scenes though

I want to say that he does comment on Leandra if he's in your party post-All that Remains. Just a brief sentence, as with some of the other companions (non-romanced). I would have to hunt it down though to verify.

Thanks, that is reassuring. It is a pity they didn't at least write in the condolences for him because you'd think he'd have something profound to say on the subject, particularly as he was actually there when we took down the blood mage and we are at full friendship already. Oh well.

Talk to him after the quest and he'll tell you that he added Leandra's name to the Chantry's memorial wall. In fact, that's all he'll say for the rest of the act.

Actually, it suits his character that he says nothing. His sheltered life as a prince and as a Chantry brother has given him a fine education and a thorough understanding of the forms of grieving. He has seen firsthand how people observe bereavement rituals in a religious setting. He has not been exposed to private grief, so he does not necessarily know how to react.
I'm not finding fault with him. This suits his character very well, actually. The NPC reactions to Leandra's death were done very well, IMO. Isabela doesn't do "sensitive" very well, but she has a go at it for Hawke's sake. Fenris has no idea what to say, but he knows that he needs to say something, so he tells you just that. Anders anticipates the PC's mage rage, so he presents himself as a target. Merrill... no idea. Never romanced Merrill. Sebastian doesn't really understand it, but he knows that forms are generally observed. He does what he has seen other worshipers do while attempting to comfort those who have lost someone close to them. It's sweet, in his kinda awkward way.

Merrill does the typical "She's in a better place" comfort, unless you tell her to go or that magic was at fault.

However, he has just had to deal with the death of his entire family, so might have some empathy there. Also he offers to act as confessor to Fenris, so clearly feels he does have some insight into emotions and motivations, etc. I did get the comment when I clicked on him but still think it would have been better if he could say something direct - note that we are meant to be 100% friendship.

Something more than a scant sentence from the majority of the companions would have been nice, but I think the focus was placed on the LI and on Aveline, since she has known Hawke the longest. It probably all boiled down to trying to balance the time to incorporate all of that into Act 2 - to have each companion engage in a "condolences" side quest may have negatively impacted the flow of that act, imo.
Just guessing though.

Sebastian.... it's like it was my birthday, and someone baked me a rich, luscious, gorgeous cake that I stared at for hours longingly. And then I turned my back and someone snatched the cake away. That voice, those looks- he could have been a great option for a romance for a female Hawke.
