And he wasn't following his own scheme, he tried to open up the Citadel relay, which he and his brethren had done for millions of years before that. I think that's pretty traditional.

Not to mention that Vigil said that the Reapers turned the Protheans against each other with indoctrination.

Indoctrination lets Reapers control people, people who can then put other people onto Dragon's Teeth - assuming that Reapers actually need to put people on Dragon's Teeth and don't have some alternate method onboard that does the same thing. Really, when you think about it, there's no need for the Dragon's Teeth to be so damn big, they probably could do the same thing with a small device.

And all this still doesn't explain the fact why the Reapers should bring a ground army to earth, in fact you're shooting yourself in the foot, if the Reapers can do what you suggested them there is no need for a ground army.

Eh...technically (based on in game play) fixer0 is correct here. Kenson was indoctrinated but showed no signs of having implants. The eyes (I think) are just to show the player she is under control by something else.
