I purchased, installed, and played Lair of the Shadow Borker with no problem, a non-Cerberus DLC. I just purchased Kasumi, also non-cereberus DLC. After i installed it and started ME2, i get a message:
Imable to authorize the listed DLC. Please log into the Cerberus Network with the account used to purchase the DLC.

Cerberus Weapon and Armor
Why must I log into Cerberus to get non-Cerberus DLC? Noting that I already played the SHadow Broker DLC with no problem.
BTW, when i try to log into Cerberus, it tells me i need the activation key, and when i enter it, i get the message activation key already in use.
ME2 cannot Incorporate Kasumi

There are two separate uses of Cerberus network in relation to the game.
1st) The Cerberus network and key encouraging you to buy new games instead of used giving you "bonus" stuff like the Arc Projector and Zaeed. This is the neat little code that comes with your game purchased new that you enter on this site to unlock the dlc in your profile.
2nd) The Cerberus "network" that looks like a computer on the main screen of your game. This is the interface to link the game to your profile and allow Bioware/EA to harvest data from your gameplay. This interface is also used as a piracy check by making you log into it during a game to verify you actually have the dlc on this site that you just installed.
So to answer your question, you just need to enter you email and password IN GAME to log in and open the second "computer" interface to get the game to authorize the dlc and allow it to play.

Once you log in one time, you shouldn't have to log in again. I never did. Logging in at least once and letting the game "activate" all your DLC, activates it permanently.
I never had to get a specific Cerberus activation code either. Bought mine through EA Download Manager (now called Origin) and it was already available on my user_entitlements.php page. At least they streamlined something.

This is unusual in that when i enter my email and password IN GAME, it then asks me for my cerberus activation code, long since activated. The I enter my code, and it says that it is already in use. When I bought shadow broker, this did not happen. I downloaded shadow broker and began playing right away.

What exactly are you doing to login? What buttons are you hitting on which screen? It almost sounds like you are starting a new id instead of logging into an existing one.
